Compass Cache Redux Mystery Cache

EDIT: 2/9/16 - CACHE IS NOT AT POSTED COORDINATES. Also, cache is now a micro.

This is a replacement for the recently archived Compass Cache (GC1XB3X), for which I found Stage 1 but could not decipher the location to the finale.  This led me to "how would I hide a Compass Cache" and to the creation before you.

Those who've visited the previous cache may find Stage 1 familiar.  ;) (It's recycled with permission from the previous owner. Thanks, Squinky #1.)

I'll borrow this from the previous description:

"This Cache is located in (a) revamped city park. The walk to the first stage is paved and up a slightly inclined winding path.

This park has been dormant for many years, but is has now become the stop off point for a really nice bike/hike trail that leads to down town Benicia and to a bike/ foot path across the Benicia Bridge."

The cache is not at the listed coordinates.  Solve the puzzle to find the location of the cache.  Note that I highly suggest you bring the completed puzzle to the field. Please also look at the attributes before attempting to retrieve the cache.
