Ok, so it's really just your basic city limits type sign and doesn't really say you're welcome, but we have to work with the materials at hand.
Don't you wish that some day, somewhere, some town would put up a sign that says, "Welcome to Happyville. We like us the way we are. So stop and spend a few bucks to support our local merchants and then be on your way."
Wouldn't that be refreshing!
