This section of the trail is not DNR property, and is owned by XCEL Energy is open to foot and bike traffic. From this point onward all the way to Durand is owned by XCEL, and was once dotted by little farms. NSP bought several square miles of land here years ago, with the intention of building a nuclear power plant here. When those plans fell through, they decided to hold onto the land in case they decide to build a coal power plant here, which today looks pretty unlikely.
