Woodbury is the largest city in Washington County, Minnesota. It was incorporated in 1967.
Woodbury was originally named Red Rock, after a sacred stone supposedly painted by the famous Dakota Chief Little Crow. The town was renamed in 1859 when the Minnesota State legislature discovered another Red Rock Township in Minnesota already existed. The town of Woodbury was then named after Judge Levi Woodbury of New Hampshire. Levi Woodbury also served as Associate Justice of the Supreme Court of the United States, 13th United States Secretary of the Treasury, 9th United States Secretary of the Navy, a U.S. Senator, and was the 9th Governor of New Hampshire. He was the first Justice to have attended law school.
1947 aerial photography of Woodbury shows the eastern portion of this road in existence. The portion of the road west of Radio Drive was not yet built in 1947. It connected to Afton Road at that time.
