You don't have to go over the fence to find the cache. Since you have to take I-80 to get to this cache, you will see a sign that reads Welcome to Pennsylvania WILDS. This would be the first cache after that sign and hense the first cache in the PA Wilds. It is a Lock'n'Lock type container. No big items.
