Located off Route 19, near Leesburg. Take Leesburg Station Road East off of 19 (at Neshannock Woods Furniture). About 100 yards off of 19, take Falls Road (T-335), which is basically straight ahead while Leesburg Station bears right.
Park right there at the bottom of the hill. (N41 08.629, W80 13.050). You'll be able to hear the falls. Go toward them, and you'll find a path into the State Game Lands. Head Northerly along the path along the precipice. Happy Hunting!

Oh, yeah, after you get back, quench that raging thirst with the famous Leesburg Spring water. You can see the spring house from the parking lot. Good stuff!
