The quick brown fox was
saddened when one of his favorite caches
GCC940 - Over the Mound, and Through the Woods was disturbed by
new road construction. Our cunning friend took the contents
of that cache and with the permission of the previous cache owner,
recycled them in this new cache which is an ammo can somewhere in
the Wharton State Forest.
Our friend the fox is one sly character and did not want this
treasure to be easily found. He would not divulge the
coordinates for the cache. All he would provide was a suggested
starting point, at the coordinates above, and the following coded
instructions to find the cache:

He would say no more other than that he used a simple
substitution cipher. Could it be a Caesar shift cipher?
Not likely. Could it be based on a random alphabet or a key
phrase? Perhaps. It is your mission to decode the clue and find the
cache.
