Keystone: Cache Owner,
This cache was originally a traditional cache. When a cache box disappears or is removed, the options are to archive the listing or to replace the box. In this case, replacing the box means getting a DCNR permit.
If the cache meets the requirements for virtual cache I would be more than happy to review a new
submission for a virtual, but it is unfair to the finders of this cache that found it as a traditional to have credit for a virtual. In archiving this cache, I have converted it back to a traditional because nobody found it as a virtual cache.
Please feel free to submit a new cache report for this cache as a virtual cache if it meets the
requirements for a virtual listed here: http://www.geocaching.com/articles/requirements.asp
