On the mall, so it's an easy one. It a sculture in front of one of the most popular museums on the mall.
After a day of searching for virtual caches, my son wanted to submit one of his own. Please e-mail answers to the following questions:

1 - Who is the artist who created this sculpture?
2 - What year was it erected?

The area around the tower is closed. I couldn't get to the answers. I think they are behind the fences. I can send you a photo if necessary.

I found this one and the answers even though access is still not possible. Thanks to the great volunteers, Joseph, Deby and Fred behind the infomation desk they were able to find the answers for me plus additional info on the sculture. The name of the sculture is "Ad Astra" which mean "to the stars". I don't recall what language they said that is. They wrote down the answers for the next GeoCacher(s) that might come along before access is opened again. An email is enroute with the answers.
