Stealth required. How sneaky can you be?

This cache is located near the beach at a public park. There are usually LOTS of muggles about so you have to be pretty sneaky, that is why the difficulty rating is 3.5. The previous container was muggled and we have replaced it so please be careful if you go looking for this one.
