In the nation of Panem District 11 is used to provide agriculture of all types to the Capitol. For this reason, its tributes are often noted as having an advantage in their knowledge of plants and herbs. Unfortunately, being a poorer district, they are often underfed to the point of malnourishment. Think of the hypocrisy: the citizenry spends their days planting, tending to and harvesting food that is then sent to the Capital while living in shacks and lacking food.
Rue, the twelve-year-old girl tribute, teaches Katniss about District 11. Their friendship is clear in the book and leads to much controversy both in the first book and later in the trilogy. One of the most touching scenes in the first book takes place when Katniss sings to Rue while she is on her deathbed. The song Katniss sings is a lullaby:
Deep in the meadow, under the willow
A bed of grass, a soft green pillow
Lay down your head, and close your sleepy eyes
And when again they open, the sun will rise.
Here it's safe, here it's warm
Here the daisies guard you from every harm
Here your dreams are sweet and tomorrow brings them true

Deep in the meadow, hidden far away
