Cesky: O výstavbe nové ostravské radnice se diskutovalo více než 100 let. Roku 1912 byla ustavena komise, která mela vybrat projekt na výstavbu budovy, plány však prerušila první svetová válka. Otázka výstavby prišla na radu opet ve dvacátých letech 20. století, kdy došlo k vytvorení „velké Ostravy“ pripojením okolních obcí a také novým územne správním usporádáním – vznikem žup. Jako místo pro stavbu byla zvolena plocha, která byla puvodne urcena pro ceské divadlo, které v té dobe Ostrave také chybelo.
Vítezný návrh brnenského architekta Vladimíra Fischera realizovali ostravští stavitelé František Kolár a Jan Rubý v letech 1925 – 1930. V prubehu stavby byl projekt nekolikrát zmenen, at už z technických nebo financních duvodu. Nejvýraznejší zmenou byla zmena rešení veže, kdy železobetonovou stavbu nahradila ocelová konstrukce pokrytá medeným plechem, prosvetlená dlouhými okenními pásy (pri této zmene byla vež zvýšena na dnešních 86,5m) anebo nutnost založit strední pás budovy na kvuli poddolování na široké betonové desce, vcetne žeber více než 3 metry silné.
Výber vítezného projektu, ucinený komisí složenou predevším z úredníku, byl ve své dobe kritizovnán jako suchopárný a zpátecnický. Mužeme jej porovnat s nerealizovanými projekty, jako napr. novorenesancní Pavla Janáka nebo historizující Adolfa Liebschera. Faktem ovšem zustává, že Nová radnice je dnes jedním z nejznámejších symbolu Ostravy a dodnes je nejvetším radicním komplexem v CR (do radnice se vmestnal berní, katastrální a okresní úrad, úradovny radnice s reprezentacními a zasedacími místnostmi i byty úredníku) s nejvyšší radnicní veží v CR (acoliv nejvyšším bodem Ostravy není, tím je vrchol haldy Ema).
Vyhlídková vež nabízí krásný výhled do širokého okolí. Za dobré viditelnosti jsou videt nejen Beskydy, ale i vrcholek Pradedu v Jeseníkách. Vež je prístupná v dobe zimního casu od 9 do 17 hodin, v dobe letního casu od 9 do 19 hodin. Zavreno je pouze za špatných povetrnostních podmínek (déšt, snežení, silný vítr).
English: There were many things told about building a new town hall for Ostrava for more than a hundred years. A commission to choose the project for the building was set up in 1912, but it´s activity was broken by the beginning of the WWI. The question about building new town hall came back in the twenties of the 20th century, when „big Ostrava“ was founded by adjoinig surrounding municipalities and when the new territorial authority systém was ratified. The place for the new town hall was chosen instead of the new Czech theatre, which was also missing in Ostrava.
The winning project of architect Vladimir Fischer from Brno was realized by local building companies od Frantisek kolar and Jan Ruby between 1925 and 1930. It was nescessary to change the project several times due to both technical and financial reasons. The most important change were the change of the tower, when ferroconcrete building was replaced by the steel construction covered by copper sheets, illuminated by long window belts (with that change came also the rising of the tower hight to todays 86,5m) and the need of laying the foundations of the central building on the more than 3 m thinck concrete plate due to the underminig of the place.
The winning project, chosen by the commission, mostly formed by office holders, had been critisized as fogyish and non-ambitious. We can confont it with nonrealized projects, such as a neorenneissance project of Pavel Janák or the one of Adolf Liebscher. The fact is, that the town hall is today one of symbols of Ostrava and remains the biggest town hall complex in the Czech Republic (there were settled excersise office, land register office, district and town authorities and officers appartments) and the tallest town hall tower in the Czech Republic (actually it´s not the most upper-most point of Ostrava, that is the top of the Ema colliery tip).
The lookout tower offers a nice view to faraway surrounding, including Beskydy mountain and in good conditions even Jeseníky mountain and it´s highest mountain – Praded.The tower is accesible during the winter time from 9 a.m. to 5 p.m. and during the summer time from 9 a.m. to 7 p.m.
