This cache is for all of you who have ever had to "hurry up and wait" for one of the Washington State Ferries.
The sculpture "Standing Wave" by Gerard Tsutakawa used to be located in this small park next to the waiting area for the Edmonds-Kingston ferry. The sculpture is now located closer to the waterfront, but the name "Standing Wave" still seems like a good one for this cache location.
My favorite Seattle paper is The Stranger. Why not pick up a free copy while you're waiting? I recommend taking a paper from the bottom half of the paper stand.
Unless you're actually waiting for the ferry, you won't be able to park on the same street as the cache; however, there are plenty of nearby parking spaces available.
