WATCH FOR CAR TRAFFIC WHEN YOU ENTER AND LEAVE THE PARK.
A 10-minute walk from the UN brings you to this very pretty and well kept little promenade. Meter parking nearby on 1st Avenue. Bag your lunch. Or bring a rod and catch your own. Sit and enjoy. Get away from the hustle and bustle. There's an exercise area when you're through relaxing. Tree-lined shaded or open for sunning, sit and watch the helicopters land and alight, the water taxis dock and the river traffic churn. Cool off at night - park's open until 1am.
Check the river - you can tell if the tide's coming in (it flows north) or going out (ebbs south) because the River is really an estuary - flow is tidal based (as is the Hudson). Click for Tide Tables at the park.

The cache is a very small container, so trade really small stuff. Lots of people might be around in nice weather especially during lunch, so be careful. If you're having trouble getting a fix using the main coordinates above, try these N40 44.698 W73 58.225 and go 60 feet at 337°TN to the cache.
