Easy find in the city of Bothell.
This little piece of land next to the cache is owned by the school district in Bothell. You would never know it but it does. They seem to have either forgotten this or they just don't care because they have not sent anyone over to do any upkeep in a long time.
This cache has nothing to do with flies, as far a I know.
