The cache is located in a courtyard on the University of Oregon campus, near a fountain named "Cascade Charlie: a water contemplation place" It was designed by Alice Wingwall in 1990.
This is a high muggle area when classes are in session. I had to wait for several minutes to even hide the cache. Please make sure it is hidden well - it should not be in plain site.
After reviewing the logs, it is clear that your GPS will only get you so far. I checked myself and I kept loosing the GPS signal. However, given the high percentage of finds, it looks like the clue is enough.
