Foucault Pendulum

The cache is certainly NOT at the posted coords.

Recently one of the Red Herrings decided to hide a cache using a Foucault Pendulum rather than a GPS receiver. He was so precise that he determined it took the pendulum exactly 38 Hours, 16 minutes, 54.90336 seconds to make a complete revolution at the cache site. This was the only reading he got but figured it was enough to find the cache. Will you be able to find it?
