It's a camo'd decon hanging in the western part of Malibu Creek State Park.

The coords are not a mistake: Yes - you have to climb on top of the bedroom sized rock. The area is similar to the famous "Rock Pool" which is further east in the park. Few muggles make it out this far so it's much quieter.
