...is a line from Led Zeppelin’s 'Stairway to Heaven'. It actually describes the beginning of spring when the birds begin to make their nests in bushes and hedgerows, and when hope and the New Year begin. So if the hedges are rustling, it's just this ‘wind of spring’ (aka. the “May Queen”).
You may have to 'bustle' in the hedgerow to find this 'May Queen'.
