Walking north toward the San Ysidro Port of Entry, from Mexico, pedestrians walk by a plaque on the wall marking the U.S.-Mexico boundary. Even though the plaque is technically on the U.S. side, you can't walk up to it because it's in that no-man's zone before you get inspected for entry into the U.S.
By foot, you will need to enter Mexico at the east side of the port, due south from the end of the trolley line - follow the signs for pedestrians, roundtrip should be less than a quarter mile. By vehicle, it's not unlawful if a pedestrian exits the vehicle and walks over to the plaque. Try and stay on the eastern lanes. It won't take but a split second to find the information you need. However, there may be vendors blocking the plaque; kindly ask them to step aside for a second.
This cache is a two-part multi. First stage is at the plaque; find it and identify the first letter on it. Convert it to a number (a=1, b=2, etc...) and plug into this formula to obtain the coordinates of the cache location: N32 33.(101 * X + 268) W117 01.(920-X).
The final is in the hills to the north not far from the final for the Reloj Monumental cache.
See the tips offered at the bottom of that cache page for useful information (roundtrip from the Beyer Blvd trolley stop is two miles). Both waypoints are available 24/7; however, I do not recommend visiting the final after dark due to stepped-up immigration enforcement in the area. The container is a German butter dish, about 5-inch diameter under some rocks.
