The difficulty rating is primarily based on the muggle factor. Once you get to the actual cache location, I can envision you standing there knowing exactly where it is. However, getting it, depending on local activity, will be interesting. I would have placed it somewhere more accommodating. But you will see when you get there no other place would have worked.
