Here's some geology for you.
Inselbergs are prominent, rounded, smoothed, steepsided residual hills rising abruptly from an erosional plain, normally in hot dry regions.
As you are hiking or riding to this cache notice the giant rocks shaped like a Seal and a younger seal. Some people call them a mama bear and her cub. Depends on your perspective I guess. These rocks have been exfoliated, which is weathering process by which concentric scales or shells of rock are successively stripped from the surface of a large rock mass. These large rounded landforms are known as exfoliation domes.
O.k. enough of that. You can park on a road called Mesa Rock Rd or Windsong Lane (one of those streets with 2 names) near the north end of Centre City Parkway. Just park off to the side and hike past the big sign that says they want to build houses there. Blah! You'll have to excuse the mess, a bunch of idiots have dumped there junk there. If you're a mountain biker, see if the guards at Emerald Heights will let you ride up the road to the top and find the water tank up there. There is a fire road that heads toward the cache with some nice trails in between.
The cache isn't really regular, nor is it micro. It's an economy sized cache. It's an orange Gatorade can. The kind the do-it-yourself powder comes in. Bring smaller items if you want to trade.
