The usual suspected Ground Zero has, as mortonfox described it, "a wardrobe malfunction". No lifting is required or, for that matter, possible.
Once I glimpsed this location I knew it was destined to be cache laden. BYOP. A stealthy approach during weekday work hours is advised. I have changed the container to reduce the chance of it being muggled. I have increased the difficulty another half star. Congratulations to TheGrahams311 for making the FTF!
