Clan Riffster: It is time to put this one to bed. I decided that I own too many active caches, and I've decided to start whittling down several of the older ones which only seldom draw visitors. This will allow me to keep up with my required maintenance duties, which I've been slacking on, and allow me to hide a couple more I've been working on.

Geocache Description:

The cache is not at the above location. Do not go there unless you are a very good swimmer. You seek an ammo can in the Wildgrass Prairie Preserve, East of Lake Ashby.

Some time back, I had the opportunity to speak with Govenor Jeb Bush, and I proposed the creation of a Bill of Rights for geocachers. After explaining what geocaching was, then explaining what a GPS was, and finally explaining what "rights" were, he seemed amicable to the idea.

The only drawback was, I didn't have a witty acronym for it. Jeb said that, any time you want to push a bill through the Senate, you have to have a witty acronym to go along with it. He cited several examples, such as D.A.R.E., (Drug Abuse Resistance Education), and C.C.A.T., (Citizens Combat Auto Theft). Y'all know Riffster's ain't the brightest bulbs in the chandelier, so if someone could come up with one, it'd sure help.
Here's what I proposed:

The Preamble to Geocacher’s Bill of Rights
Congress of the Holy Church of Signal,
begun and held at the City of Seattle,
in August, Two Thousand.
Here ye, here ye!

RESOLVED by Jeremy, Hydee, Elias and Bryan, of the Holy Church of Signal, in Groundspeak assembled, two thirds of the Lackeys concurring, that the following Articles be proposed to the Reviewers of the several States, as amendments to the Constitution of the Holy Church, all, or any of which Articles, when ratified by three fourths of the said Reviewers, to be valid to all intents and purposes, as part of the said Constitution; viz.


Amendment I
Groundspeak shall make no law respecting the established Holy Church of Signal, or abridging the free expression of ideas on the forums, regardless of how silly those ideas might be, nor shall Groundspeak infringe upon the right of cachers to assemble, unless pocket caches are present, so long as two weeks notice has been given.

Amendment II
The right of cachers to arm bears shall not be infringed.

Amendment III
No Travel Bug shall, in time of peace be quartered in any cache, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.

Amendment IV
The right of cachers to be secure in their hide-a-keys, film cannisters, cracked tupperware and leaky buckets, against unreasonable seizures, shall not be violated, unless said caches are placed near federal buildings, airports, train tracks, schools or courthouses.

Amendment V
No cacher shall be held to answer for a guidelines violation, or otherwise infamous crime, unless on a presentment or indictment of a “Should Be Archived” log, nor shall a cacher be compelled in any guidelines violation case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law, except in cases arising from the Holy Church of Signal being suitably offended.

Amendment VI
In all guideline violation prosecutions, the accused shall enjoy the right to a speedy and public forum flaming, followed by a trial, by an impartial Reviewer of the State and district wherein the violation shall have been committed.

Amendment VII
In geoconflicts at common law, where the value of swag shall exceed twenty dollars, the right of trial by lackeys shall be preserved.

Amendment VIII
Excessive forum banning shall not be required, nor cruel and unusual punishments inflicted, unless the cacher likes that sort of thing.

Amendment IX
The enumeration in the Geocaching Constitution, of certain rights, shall not be construed to deny or disparage others retained by the caching community.

Amendment X
The geopowers not delegated to Jeremy, Hydee, Elias and Bryan by the Geocaching Constitution, are reserved to the Reviewers respectively, or to the cachers.

It’s safe to assume the N28* & W081* remain the same. Can you determine the other digits? Solve the puzzle, and the coordinates will lead you to a metal dog tag with the final location. Total hike is about a mile, with only a bare minimum of bushwhacking involved. If you choose to attempt this cache in shorts & sandals, don't whine about your bloody shins. There are lots of thorns!
