She had placed a cache at this site before and it was archived due
to possible conflict with open space guideline revisions. The
original cache did not conflict with the guidelines but there was a
provision about getting permits for every cache. We have since
worked with open space and the permit idea was dropped. We have
agreed, as a geo-community, to place caches in compliance.
For her personal cache, Enabler chose to have a new cache placed
at the same site. The other part of the request was that it be
wheelchair accessible, no small feat in an area full of high
terrain caches. The cache is personal only in that she chose the
details; the cache is available to everyone. The cache is a micro.
