Who IS that masked man?

Bonus points for knowing Racer X' true identity, why he's sporting an "M" on his shirt, and what his car number is. I came across this spot while battling it out with Speed Racer - a wrong turn and I was stuck crawling around in the bushes trying to find my keys, and get back in the race. Guess this isn't the right spot - but it is NOW!
