Andriyivskyy Descent (or Andriyivskyy Spusk as it is called locally) is a popular destination for souvenir shopping. The historic brick street starts near Kontraktova Square and winds up the steep hill to Saint Andrew's Church at the top. If the gate at the bottom of the steps is open you can visit the church. A great view can be obtained from the area directly behind the church, though unfortunately it seems likes it's always blocked off these days.
The cache is in a parking road sign. Remember to avoid putting your hand anywhere you can not see due to things that may be discarded. Use your phone/camera to scope out spots you can't see first.
After logging the cache be sure to enjoy the view of the church up close.
