It all had to start somewhere and ten years ago a switch
controlling Selective Availability was turned off thus
making higher accuracy GPS signals available to the general public.
A fellow named Dave Ulmer, devised a test of the newly released
higher-accuracy signals by hiding a target in the woods. He called
this the "Great American GPS Stash Hunt" and the rest was
history.
