Dead Drop (Wellington) Mystery Cache

The cache is not at the listed co-ordinates. 
They are in the middle of a busy shipping terminal. 
If you find your way in, you'll probably
be either squashed or arrested.

Jimmy the Pom was a fixture on the Wellington waterfront. A watersider who had been driving the container stradles for as long as anyone cared to remember. And yet he had never lost his Cockney accent.

But what very few people knew was that his accent was acquired and Jimmy's real name was Dvoichnyi Nomer and that he was a KGB "illegal". Jimmy had been inserted into New Zealand society by the Soviet KGB and he was now being run by an SVR officer out of the Russian embassy. Jimmy passed the information he obtained by way of dead letter drops. The location of the dead drop could be a loose brick in a wall, a library book, a hole in a tree, or under a boulder etc. It should be something common and from which the items can be picked up without the operatives being seen by a member of the public or the security forces who may be watching.

Recently Jimmy's controller had become worried that their system for signalling which dead drop to use had been compromised so he had devised a cunning plan. Jimmy was to use his position at the container terminal to signal the position of the dead drop. The signal was to be left at a certain position (S41 16.671 E174 47.244) and at a particular time which coincided with a Russian Polovina-Bayt reconnaissance satellite being over Wellington harbour.

The dead drops were all in a certain area of the CBD and it's outskirts. The Russian SVR officer just needed to read the last few digits of the coordinates from the satellite photo:
