9th Street Boat landing 3 Part Multi-Cache

This is the third cache for this location, my 2nd.
The original cache at this location was the first cache I ever looked for and found.
The location is popular launching spot for fisherman and recreational boaters but its also a neat spot to get a great view of the Roland Kampo Memorial Bridge. If visiting the area in the early evening you may also partake in the view of a great sunset!
There will be no need to disassemble, take apart, bend up, knock down, or destroy any public/private property to retrieve the require Way Points to complete this Cache.
WP1 will give coordinates for WP2
WP2 will give coordinates for the Final WP3
Please be discrete while searching as you will be potentially highly exposed to Muggles.
