The cache is not at the posted coordinates. They take you to a 5-way intersection. The cache is an easy park and grab on one of those five streets. It's a micro in an island pine tree.

Since I don't really like puzzles where I have to crack codes, stare at dots, or solve sudoku, I thought I would create a puzzle of my own. The cache name tells you what you need to know about the actual cache.
