The cache is located at one of the entrances to Wat Pho Chai. Be aware of many, many muggles (that's the reason for D=2.5) and PLEASE use personal stealth mode while searching!
Wat Pho Chai is arguably the most important of Nong Khai's temples as it houses the Luangpho Phra Sai, a sacred image of the Buddha which is highly revered by the people of Nong Khai.
