This cache provides a nice view of "The Rock," the prison at Portsmouth Naval Shipyard. I would recommend parking at Goat Island in Newcastle and walking the quarter mile or so to GZ.
This cache is a requirement for the "High Ground" puzzle cache.

I'm back to Halo again!
The Fortress is one of two sections of the incredible Halo 3 map "High Ground." It, as you might suspect, is a fortress (in this case, dilapidated [in both the real location and the fictional one. Look for similarities!]), from which you can base your defense against invaders, a sort of pillbox, as it were. This defense is augmented by some useful equipment, such as the the M-274 ULATV, the W/AV M6 G/GNR, and the AIE-486H HMG . As usual, if any of this equipment is present at the cache site, please notify the New Mombasa Branch of the ONI, or your local UNSC Recruiting Station.
As for the puzzle - well, carved into the cache are three characters, arranged in this format: "E .###". Record these; they will be vital in solving the puzzle in "High Ground."
