MSCREP 7500 Mystery Cache

A puzzle in honor of one of the finer geocachers in the Seacoast area that has recently surpassed an impressive milestone. Given that he (almost) shares a username with me, and that he has found all of the caches that I have put out so far, I figured that it would be appropriate to recognize his status among our community with a puzzle cache (though I doubt he will find it too difficult!). Solve the puzzle to find the coordinates. Assume 43 N and 070 W. Decimal points have been omitted. Groups of letters with all letters capitalized (e.g. "BB," "ZZZ") have already been translated for your convenience. Abbreviations such as "N" for North, "WE" for West, and "OH" and "ZE" for zero (0) are in this puzzle - beware!
