NYPD? "New Year's Puzzle Delight" -- something to wile away those cold, winter nights!

The cache is NOT at the posted coordinates. To find the cache, you must solve the following puzzle.

Snapple bottle cap "Real Fact" #975 states that a certain letter of the alphabet is the only letter that is entirely absent from the Periodic Table of Elements. That was true until the middle of 2012; but when element number 114 was renamed flerovium (symbol Fl), a second letter of the alphabet disappeared from the Periodic Table. What are the two missing letters?

Using A=1, B=2, C=3 etc, assign a numerical value to the two letters, sum them to get "X", and use "X" in the following equation to get the final cache coordinates:

N 46 32.[(X - 7) 4] W 063 34.[(X + 64) 2]
