This is a challenge cache that is not at the posted coordinates. You will have to meet the requirements and solve a simple puzzle to find the final location.
Lots of people travel and are excited to pick up a cache to "get a state". That one cache may be enough to get you a souvenir on your profile page but to qualify for this challenge you will need to have found at least 13 caches in each of 13 different states in the USA. (13 states each with 13 or more cache finds per state) As we are so close to DC, you can use it as one of your states to qualify and you pick whatever states you would like. Finds from anytime may be used. The posted coordinates for any puzzles and mysteries will be used in deciding what state a cache is in. The easiest way to prove you qualify is via your stats page on geocaching.com. If your stats are public just note it in the log and I will verify. If your stats are not public, you are not a premium member, or for some other reason you would like to create a list you may do so and place it in your log. Include the list of caches with GC code and the date you found the cache listed by state. You only need to list 13 per state.
To solve the puzzle simply add the significant number from this cache to the posted North and West coordinates to find the final location.
