This cache requires the utmost stealth, as this park is always bustling with people in it, as well as on the major roads that surround it. It WILL get muggled if people see you.
My recommendation is to grab the cache and get back in your car to sign, or walk to a bench or somewhere else you can sit down for a minute to sign the cache, so that you can just replace it and get out of there quickly.
You can park VERY close to this cache on a semi-quiet street, but there are businesses and houses that will be staring right at you while you try to find this cache.
Difficulty rating is due to stealth factor, more than actual hide.
