It's hard to imagine that any one place on earth can be declared the Center of the World, seeing as how the earth is spherical, but the official Center of the World is actually in Felicity, California. Felicity was founded in May of 1986 by Jacques-Andres Istel, who wrote a kids book called "Coe the Good Dragon at the Center of the World." He became mayor of the town, had a handful of impressive displays built, and managed to have the town legally certified as the Center of the World.
Visitors are encouraged to stand at the pyramid structure, the one with the plaque inside that proclaims the town to be the Center of the World, and make a wish. When a visitor does so, they receive documentation, signed by Mayor Istel himself, stating that they stood at that spot. The French Government, for whatever reason, also recognized the spot in 1989. Included in the town is a flight of stairs originally fromt the Eiffel Tower, a checkerboard field of flowers, and numerous impressive paintings and sculptures.
