Had to change this into a virtual cache. It is located in a very small state park within the Coast Guard Station.
Due to the tragic events of Sept. 11, the park was closed for a while but it is now open. I believe the gates close at 4 pm. but sometimes you can get in later depending on the season. NOTE: Access changes with higher security alerts.
DUE TO CONSTRUCTION, the gate may be locked.

In order to get to this park, you need to follow the "blue line" (literally) through the Coast Guard property. It is an old fort on the mouth of the river. The views are nice, you can learn a little history, but that's about it. Park in the designated places and then you need to walk a short distance on the blue line to the Fort. (You must stay on the line to pass through the CG station.)
Once construction is done - Question - About how thick is the wall of the fort at its entrance? You may measure in strides, meters, feet or bunny hops! :)
