Okay, technically, this isn't a jughandle as in the New Jersey sense of the term. And I apologize to all New Jerseyans (or is it New Jerseyites?) for op-opting the term. It is, however, a ramp or slip road built for the express purpose of facilitating U-turns. If you're headed south and want to go north, it gives you a place to pull in before merging into traffic. It also gives you a place to safely pull off the road and look for a quick P&G cache.
