This is Just A Random Guardrail (JARG)
A quick P&G in the end of a guardrail. The wire is for quick removal without the need to reach in. The end of the wire should have a tight bend to 'hook' snugly on to the entrance of the guardrail
Snow friendly depends on how the roads are plowed.
