🇬🇧 With the rapid development of the relations between the Republic and the citizens, there was a need to establish the canons of communication in a simple, clear and valuable way. It is believed that the Constitution of the Republic of Užupis was drafted in 2001 with an active sitting at the Parliamentary headquarters, Užupis Café, after many articles were laid down by President Romas Lileikis and supplemented by Foreign Minister Tomas Čepaitis with several points about domestic animals.
Without limiting itself to printed publicity, in 2003 the Public Institution “Užupio Angelo klubas” announced a competition for the best concept of architectural perpetuation of the Constitution. The winner of the competition was Užupean Eglė Varankaitė, then a student of the Vilnius Academy of Arts, who offered the wall of Paupio Street leading to the President’s residence.
On July 5, 2003, with a modest but sincere ceremony, the first two Tablets of Constitution in Lithuanian and English and the sign of the Republic of Užupis – the open palm of the hand – were unveiled on the wall of Paupio Street in the presence of Artūras Zuokas, the mayor of Vilnius elected for the first time. The epic of the Constitutional Wall of the Republic of Užupis began on that day, having received a great deal of international attention and recognition.
The Užupis Constitution terms:
1. Everyone has the right to live by the River Vilnele, and the River Vilnele has the right to flow by everyone.
2. Everyone has the right to hot water, heating in winter and a tiled roof.
3. Everyone has the right to die, but this is not an obligation.
4. Everyone has the right to make mistakes.

13. A cat is not obliged to love its owner, but must help in time of nee.
14. Sometimes everyone has the right to be unaware of their duties.
15. Everyone has the right to be in doubt, but this is not an obligation.

Some argue that the last three are mottos, not rights.
Amusing fact is that the version in Latin is blessed by the Pope Francis himself in 2018!

🇱🇹 Sparčiai vystantis Respublikos ir piliečių santykiams, atsirado poreikis paprastai, aiškiai ir vertingai nustatyti bendravimo kanonus. Manoma, kad Užupio Respublikos Konstitucija buvo parengta 2001 m., aktyviai posėdžiaujant Seimo būstinėje Užupio kavinėje, Prezidentui Romui Lileikiui sudėjus daugybę straipsnių, o užsienio reikalų ministrui Tomui Čepaičiui papildžius keliais punktais apie naminius gyvūnus.
Neapsiribodama vien spausdinta reklama, 2003 m. VšĮ „Užupio Angelo klubas“ paskelbė geriausios Konstitucijos architektūrinės įamžinimo koncepcijos konkursą. Konkurso nugalėtoja tapo užupietė Eglė Varankaitė, tuometė Vilniaus dailės akademijos studentė, pasiūliusi Paupio gatvės sieną, vedančią į prezidento rezidenciją.
2003 m. liepos 5 d., kuklia, bet nuoširdžia ceremonija, dalyvaujant pirmą kartą išrinktam Vilniaus merui Artūrui Zuokui, ant Paupio gatvės sienos buvo atidengtos pirmosios dvi Konstitucijos lentelės lietuvių ir anglų kalbomis bei Užupio Respublikos ženklas – atviras delnas. Tą dieną prasidėjo Užupio Respublikos Konstitucinės sienos epopėja, sulaukusi didelio tarptautinio dėmesio ir pripažinimo.
