Placed in Dallas H. Neil park with permit - Park Hours 24 / 7 / 365 is this cool or what

I looked all over this park for a place to hide a regular cache but came up empty handed, but found a truly evil spot to place a ependorf tube cache.

The cache is 98% in plain view / no camo
