Another coded message was found. This envelope was marked: WW2 Battleship Cache.
Inside the envelope was a faded slip of paper with the following information:

The WW2 cache is said to have been camouflaged in a way so that the many passersby won't notice it. The cache is situated so that you can retrieve it without being in direct view of the allied forces. It is highly suggested that you use the hint in advance because this is a public area. The cache is visible without touching anything. The difficulty is a lot less than 5, but some could argue that special WW tools are required to decode the message so I'm rating it 5.
