Das Denkmal erinnert an die Opfer der Kernkraftwerkskatastrophe vom 26. April 1986 in der Ukraine. Es wurde von dem Künstler Iwan Kasak aus Witebsk (Partnerstadt Nienburgs in Belarus) geschaffen.
