Grey Matter Cache #2 Mystery Cache

This cache has been archived.

DLHCacher: See ya! This is a secom cipher, a variation of what many consider the most complex pencil and paper cipher ever, the VIC cipher. VIC was named after the Russian spy, code named "Victor", who invented it. The hint, "If you think about it a sec, Victor might find this one to be hard." Referenced both ciphers. The final was along the Duluth's Lake Walk.
