This one can be found on the Randolph I89 South rest stop. It is not difficult. Head towards the "scenic view" side of the rest stop to park. I am still trying to figure out what the scenic view is.
Self-explanatory. The name says it all. The cache is a small smart-lock container with some small items to trade. Have fun. Take the TB tags as the FTF prize.
Be advised that the rest stop is open from 7am - 9pm. I am pretty sure you can stop after hours, you just can't use the facilities. Don't quote me on that one though.
