Popular spot on weekends, but cache location under cover, where satellite sigs can be poor.
The given coordinates are for a coastal carpark, from where a plaque is visible, commemorating tree planting in this pleasant spot.
Count the occurrence of letters on the plaque. The order of the 10 most used letters is used to construct a simple alpha-numeric code, starting with the most frequent letter being assigned the value 9, down to the 10th which is assigned 0. If two or more letters have identical occurrence, assign values according to their position in the alphabet i.e. A ranks higher than B.
