Didn't find it whosyadaddy couldn't find E.B.P.C. Who Is Watching Who

i have no clue how to solve it. I tried to put a cache in last week but it was too close to the final co ordinates of this one so i need to solve this one for sure! Any help would be fantastic. Thanks for all your caches!
