How do Trackable Items Work?

Recently Spotted:  In Phillips Creek State Forest

Current GOAL:  Cliffy 1 would like to travel from cache to cache in search of his identical twin Cliffy 2 which was activated when the original Cliffy went AOL for a while. Cliffy is a shy dog and very negative. Just ask him a yes or no question and push his button. You'll see what I mean. Please help Cliffy meet other travel bugs to help with his shyness. Pictures would be nice too.
